While searching Edward Powell incident to his arrest for several crimes, an Indianapolis police officer felt an object in the seat of Powell's underwear. Because the officer could not access the object, and because Powell was wearing droopy pants that exposed most of his underwear, the officer, careful not to reveal Powell's skin, used a pocket knife to remove an eight-inch section of Powell's underwear and found...
