LHT Capital, LLC ("LHT"), appeals the trial court's dismissal of its complaint against the Indiana Horse Racing Commission ("Commission"), Indianapolis Downs, LLC ("Indiana Downs"), Oliver Racing, LLC ("Oliver Racing"), Duff Taylor Investments, LLC ("Duff Taylor"), and Ross Mangano ("Mangano"). LHT raises three issues, one of which we find dispositive and restate as whether the trial court abused its discretion by granting the motion...
