¶ 1 Respondent, Jamie A. Koy, appeals the trial court's order granting the State's petition for forfeiture of eight horses that were in her possession. She challenges the forfeiture order, arguing that section 3.04(a) of the Humane Care for Animals Act (Act) (510 ILCS 70/3.04(a) (West 2012)) is unconstitutional because it required the State to prove that she violated the Act only...
