¶ 1 The State initiated civil forfeiture proceedings against $174,980 in United States currency (the currency), after the money was discovered in a vehicle driven by claimant-appellant, Mr. Ermir Spahiu. Claimant filed an answer to the complaint in which he claimed ownership of the currency. However, claimant was thereafter barred from testifying or presenting evidence at trial...
