¶ 1 Pursuant to the Illinois Environmental Protection Act (Act) (415 ILCS 5/1 et seq. (West 2010)), Waste Management of Illinois, Inc., filed an application with the Illinois Environmental Protection Agency (IEPA) for permits to expand a landfill in De Kalb County. To obtain the permits, Waste Management applied for siting approval from the county board of De Kalb
