The core issue in this appeal is whether plaintiff taxpayers are entitled to judgment interest under section 2-1303 of the Code of Civil Procedure (735 ILCS 5/2-1303 (West 2006)) on fixed judgments of outstanding interest owed under section 23-20 of the Property Tax Code (Code) (35 ILCS 200/23-20 (West 2006)).
