In this appeal, we are asked to determine whether the Retirement Board of the Firemen's Annuity and Benefit Fund of Chicago (Board) correctly determined that section 6-140 of the Illinois Pension Code (40 ILCS 5/6-140 (West 2006)) does not require payment of benefits to widows retroactive to the date of their husbands' deaths, and whether the Board's notice informing plaintiffs of its adverse decision complied...
