Defendant, Todd M. Kegel, filed a petition under the Post-Conviction Hearing Act (Act) (725 ILCS 5/122-1 et seq. (West 2006)), challenging his conviction of attempted aggravated vehicular hijacking (720 ILCS 5/8-4, 18-4 (West 2002)).
