The defendant, Ruben Vasquez, was arrested and indicted for money laundering and possession of a controlled substance. Vasquez filed a motion to quash his arrest and suppress evidence. After a hearing, the court granted the defendant's motion. The State filed a certificate of substantial impairment and presents the following issues for our review: (1) whether police officers had a reasonable suspicion of narcotics...
