This is an appeal from the district court's grant of summary judgment in favor of the State of Idaho, former Governor James E. Risch, and former Fish and Game Department Director Steven Huffaker (collectively "Defendants"). Appellants, Rex and Lynda Rammell, the owners of a domestic elk ranch, initiated this action against Defendants to recover for the loss and destruction of elk that escaped from their ranch in 2006.
