In 2017, the Iowa General Assembly enacted Iowa Code section 147.140, tightening the expert witness requirements for plaintiffs in medical malpractice actions. Section 147.140 requires the plaintiff to file a certificate of merit affidavit within sixty days of the defendant's answer; failure to do so "shall result ... in dismissal...
