A respondent in Iowa Code chapter 229A proceedings alleges his trial counsel was ineffective in failing to argue that the respondent's speedy trial rights were violated and that his trial should have been bifurcated. He also contends the district court inappropriately allowed the State to misrepresent the evidence at trial.
