In this appeal, we must determine whether Iowa's Public Employment Relations Act (PERA) protects a public employee's activity in negotiating wages for himself and others with a nonpublic employer. Because we find the PERA does not protect such activity, we reverse the judgment of the district court affirming the Public Employment Relations Board's decision and remand the case to the district court with instructions...
