While playing in his neighbor's yard, 11-year-old Chandler Key was bitten by a police canine that had escaped a kennel placed in the back of a parked pickup truck. The canine was owned by the DeKalb County Police Department (the department) and assigned to Lynn Eshleman, a department police officer and canine handler who was another of Key's neighbors.
