On December 28, 2003, 19-year-old John Edwin Barrett and two other teenaged boys went riding on a dirt road at night with 16-year-old Charles Ryan Stratton in his 1973 Ford Bronco in an area adjacent to Interstate Highway 20 in Richmond County. The Georgia Department of Transportation ("DOT") owns the road, which is located within a fenced-off portion of the right-of-way for I-20.
