This case involves the Coastal Marshlands Protection Committee's ("CMPC") issuance of a permit to a developer to build a dock over State-owned marshlands, pursuant to the Coastal Marshlands Protection Act ("CMPA") (OCGA § 12-5-280 et seq.).
