While attending the Alpine Psychoeducational Program ("Alpine"), which is a school for students with severe emotional behavior disorders, Jonathan King committed suicide. Pursuant to 42 U.S.C. § 1983, his parents, Donald and Tina King, sued Pioneer Regional Educational Service Agency ("Pioneer RESA"), which acts as a local school system in managing Alpine, alleging that Pioneer RESA violated their son's substantive due process rights...
