The Department of Highway Safety and Motor Vehicles ("Department") petitions for second-tier certiorari review of the circuit court's order granting the certiorari petition that respondent, Mary Hartzog, filed. In its order, the circuit court quashed an order denying respondent's request for the reinstatement of her driving privilege.
