Gustavo Borges appeals a final order of the Florida Board of Dentistry ("the Board") revoking his license to practice dentistry based on his conviction of knowingly receiving child pornography in violation of 18 U.S.C. § 2252(a)(2)(A). The record includes the testimony of eight lay witnesses and four expert witnesses. The order of the administrative law judge which is the basis for the Board's decision, however, discusses the testimony of only one witness...
