On June 14, 2013, the Governor of Florida signed into law the "Timely Justice Act of 2013" (the Act) which, according to its stated purpose, was enacted to "reduce delays in capital cases and to ensure that all appeals and postconviction actions in capital cases are resolved as soon as possible after the date a sentence of death is imposed in the circuit court." Ch.2013-216, § 13, Laws of Fla.
