Amalgamated Transit Union Local 1593 has appealed a decision by the Public Employees Relations Commission (PERC) regarding the proper application of the impasse provisions contained in Florida's public employee collective bargaining law, set forth in Part II of Chapter 447, Florida Statutes (2011). See Fla. R. App. P. 9.030(b)(1)(C). We reverse.1
