Summer Jai Alai Partners ("Summer Partners") appeals from a final order of the Department of Business and Professional Regulation, Division of Pari-Mutuel Wagering ("Division"), denying Summer Partners' request to relocate its converted summer jai alai permit. Because the Division's interpretation of statutes relating to pari-mutuel wagering is entitled to great deference and its interpretation is not clearly erroneous, contrary to legislative intent...
