Fifteen-year-old O.B., his brother, and a friend were on their way to play basketball at an elementary school near the brothers' home when it began pouring rain. The youths sought shelter under a neighbor's carport. Just as the rain was abating, a police car pulled up, and one of the officers, with his gun drawn, approached the youths.
