The Department of Highway Safety and Motor Vehicles seeks certiorari review of circuit court orders entered in two separate cases. In each case, the circuit court granted a driver's petition for writ of certiorari and quashed the Department's order suspending the driver's license for refusing to submit to a breath-alcohol test. Because each case presents the identical issue, we have consolidated the cases on our own motion for purposes of this opinion...
