In this action, Plaintiff Hebei Jiheng Chemicals Co., Ltd. ("Jiheng") challenges the final determination of the U.S. Department of Commerce ("Commerce") in the countervailing duty ("CVD") investigation of chlorinated isocyanurates from the People's Republic of China ("PRC").1
