Plaintiffs, Mary and Joseph Middaugh, allege that Defendants, the City of Three Rivers and City of Three Rivers Police Officers Eric Piper (no relation to Plaintiffs' counsel) and Nathan Gipson, are liable for a private individual's theft of their car, a 1992 Buick Roadmaster. Michael Middaugh, Mary and Joseph's nephew, alleges that Officers Piper and Gipson are liable for his personal property...
