Plaintiffs Joel Smith and Florida Carry, Inc. filed a six-count Complaint pursuant to 42 U.S.C. § 1983 against the Defendants, alleging violations of Mr. Smith's constitutional rights during the course of his arrest by Defendant Citrus County Deputy Sheriff Andy Cox on the afternoon of July 21, 2009 (Docs. 1, 16).
