Before the Court is a motion for summary judgment1 filed by defendants Robert Tanner and Keith Bickham (collectively, "Defendants"). Plaintiff Derrick Darnell Carter ("Carter") opposes Defendants' motion.2 For the reasons set forth below, Defendants' motion is GRANTED.
