Since 2001, Clement Warr has worked as a visual information specialist in the media services branch at the National Geo-Spatial Intelligence Agency's facility in Arnold, Missouri. In 2009, Warr left work earlier than indicated on his time sheet. When his supervisor found out, she gave him a verbal warning. However, Warr complained that he should not have been warned because some of his coworkers...
