MEMORANDUM

ELLEN LIPTON HOLLANDER, District Judge.

On November 21, 2011, Tony Turnage initiated an action against the United States Parole Commission, respondent, pursuant to 28 U.S.C. § 2241, as a petition for habeas corpus relief. ECF 1.1 In the suit, Turnage, who was then a state prisoner at the Maryland Correctional Institution-Hagerstown (MCI-H), challenged a federal parole detainer. Id.2
