Kimberly T. Stahlman1 ("Plaintiff") brings this action individually and as the surviving spouse of United States Marine Colonel Michael L. Stahlman under the Administrative Procedure Act ("APA"), 5 U.S.C. §§ 701-06, against the United States and various agencies (collectively, "Defendants").2
