MEMORANDUM OPINION

The Sierra Club and the National Wildlife Federation ("Plaintiffs") have brought this action for a declaratory judgment against several federal agencies and their executive officers in their official capacity (the "Federal Agencies") regarding construction of the Flanagan South Pipeline, a domestic oil pipeline running from Illinois to Oklahoma (the "FS Pipeline").
