MEMORANDUM OPINION AND ORDER

Gary Engel ("Engel") has sued former FBI Agent Robert Buchan ("Buchan") and the United States ("Government")(collectively "Federal Defendants") as well as former Village of Buffalo Grove police officers Robert Quid ("Quid") and Gary Del Re ("Del Re"), charging each of them with violations of state and federal law following Engel's release in 2010 after 19 years of incarceration.
