Plaintiff Jacqueline Gordon, an employee of the Federal Emergency Management Agency, filed one discrimination complaint with the Equal Employment Opportunity Commission in September 2004 and another in May 2007. Both times, the Commission rejected her claims. In 2009, she filed this employment-discrimination suit. Suing under Title VII of the Civil Rights Act of 1964, 42 U.S.C. § 2000e
