Upon returning from a week of medical leave, Plaintiff Frank Joyce was told that his work schedule with the Architect of the Capitol would be changing for the first time in twelve years. His new shift, moreover, would leave him unable to continue as his grandchildren's primary caregiver. Instead of accepting the new schedule, Joyce resigned.
