Plaintiff Deon Jackson filed suit against the District of Columbia, and Metropolitan Police Department Officers Joshua Boutaugh and Michael Weiss, asserting violations of the Plaintiff's civil rights, in addition to common law tort claims in connection with a traffic stop during which the Plaintiff alleges Officer Boutaugh broke the Plaintiff's arm.
