This case arises out of duplicate requests made under the Freedom of Information Act ("FOIA") to the defendant U.S. Department of Veterans Affairs ("VA"). Plaintiff Adam Wetzel is a resident of the District of Columbia whose attorneys made two FOIA requests seeking information related to other pending litigation involving Wetzel.
