Plaintiffs, Trinity Industries, Inc. and Trinity Industries Railcar Corporation (collectively, "Trinity") bring federal claims under the Comprehensive Environmental Response, Compensation and Liability Act ("CERCLA"), 42 U.S.C. § 9601, et seq., and the Resource Conservation Recovery Act ("RCRA"), 42 U.S.C. § 6901, et seq.1
