INTRODUCTION

Plaintiffs Paul Norton, Audrey Reed and their conjugal partnership (hereafter "plaintiff Norton") filed an Amended Complaint against defendants, Autoridad de Acueductos y Alcantarillados (hereafter "PRASA"),1 a public corporation of the Commonwealth of Puerto Rico, and co-defendant David Traverso-Morales2
