MEMORANDUM OPINION

REGGIE B. WALTON, District Judge.

Plaintiff Elwood J. Cooper, proceeding pro se, brings this action against several federal agencies under the Freedom of Information Act ("FOIA"), 5 U.S.C. § 552 (2006), seeking the release of "all records related to his arrest and prosecution." Cooper v. DOJ, No. 99-cv-2513, 2005 WL 670296, at *1 (D.D.C. March 22, 2005).
