INTRODUCTION

Plaintiff Jovan Fludd filed this pro se action seeking relief under 28 U.S.C. § 1983. The case is now before the Court on Defendants' motion to dismiss the 96-page complaint and for summary judgment, filed January 12, 2011, ECF No. 6. For the reasons stated below, Defendants' application is granted.
