MEMORANDUM OPINION AND ORDER

The United States, through the Antitrust Division of the Department of Justice (the "DOJ" or the "plaintiff), brought this civil case to enjoin the proposed acquisition of a digital do-it-yourself tax preparation company known as TaxACT by H & R Block, another company that sells digital do-it-yourself tax preparation products as well as provides other tax preparation services.
