Following his arrest, Plaintiff Robert Lee Johnson was held in the District of Columbia's Central Detention Facility, also known as the D.C. Jail, from April through August 2010. While at CDF, Plaintiff claims to have been assaulted by correctional officers and fellow inmates in retaliation for having informed a security guard about a smuggling network operating within the Jail.
