Plaintiff Dr. Lonnie Parker brings this action against defendant U.S. Department of Justice ("DOJ") alleging that DOJ violated the Freedom of Information Act ("FOIA") by improperly withholding agency records. The parties have filed cross-motions for summary judgment. [Dkt. # 7 and # 12]. For the reasons stated below, the Court will remand the matter back to the agency to reconsider the FOIA requests...
