The Plaintiffs in this case, Occupy Minneapolis and several of its members, are loosely affiliated with the recent "Occupy Wall Street" movement.1 They have been "occupying" two plazas immediately adjacent to the Hennepin County Government Center (the "Plazas") continuously since October 7, 2011, to "call[] attention to the economic injustices ravaging the country...
