This action stems from Plaintiff Larry Phillips's claim against the City of Methuen and a number of individual police officers employed by the City of Methuen regarding alleged violations of Plaintiff's state and federal constitutional rights. Presently at issue are the Supervisory Defendants'1 Motion to Dismiss [# 16], the Patrol Defendants'
