Petitioner Earl Peoples was convicted in the Superior Court of the District of Columbia in October 1989 of arson, murder, and other crimes arising out of a deadly attack at the home of a former girlfriend. He was sentenced several months later to a term of seventy-three years to life for these crimes, and his conviction was affirmed by the District of Columbia Court of Appeals in April 1994.
