MEMORANDUM OPINION AND ORDER

Defendant Sherri Taylor has filed a motion for judgment on the pleadings (DN 14). Plaintiff Teresa Breeden has filed a response (DN 15). Defendant Taylor has filed a reply (DN 16). For the reasons that follow, the motion for judgment on the pleadings is GRANTED IN PART and DENIED IN PART.

BACKGROUND
