Plaintiff, proceeding pro se, is a federal prisoner at the Federal Correctional Institution in Big Spring, Texas. He sues under the Torture Victim Protection Act of 1991 ("TVPA"), Pub.L. No. 102-256, 106 Stat. 73 (codified at 28 U.S.C. § 1350, note1), and Bivens v. Six Unknown Named Agents of Federal Bureau of Narcotics, 403 U.S. 388
