On May 22, 2009, Plaintiff Joseph Russo was removed from his appointed position on the Board of Revision of Taxes ("BRT"), a department of the City of Philadelphia. On June 25, 2009, he filed an Emergency Petition for a Special Injunction in the Commonwealth Court of Pennsylvania seeking to be reinstated.
